就业优先政策 pro-employment policies

中共中央政治局近日召开会议，分析研究当前经济形势，部署下半年经济工作。会议提出，实施好就业优先政策，做好高校毕业生、农民工、退役军人等重点群体就业工作。

The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting, analyzing the economic situation and arranging economic work in the second half of the year. The meeting required solid implementation of pro-employment policies with a particular focus on ensuring the employment of college graduates, migrant rural workers and veterans.

十八大以来，新一届中央领导集体，面对国内外经济打造新形势，提出了新的保证就业保障政策。2013年4月，中央政治局常委会会议首次提出“社会政策要托底”的政策思路，特别强调要大力保障和改善民生，做好以高校毕业生为重点的就业服务工作。“十三五”规划建议中明确指出，要“坚持就业优先战略，实施更加积极的就业政策，创造更多就业岗位，着力解决结构性就业矛盾。”

为充分扩大就业，中央对“十三五”期间的就业政策进行了统筹考虑。“十三五”规划建议指出：“统筹人力资源市场，打破城乡、地区、行业分割和身份、性别歧视，维护劳动者平等就业权利。加强对灵活就业、新就业形态的支持，促进劳动者自主就业。落实高校毕业生就业促进和创业引领计划，带动青年就业创业。加强就业援助，帮助就业困难者就业。”为提高劳动者的就业能力，国家推出全员培训、终身职业培训和新型学徒制等新政。
